Submit your idea via email to phoenix@phoenix.terrabox.com. Include in your query:

  1. A brief outline of the plot
  2. One or two descriptions of interesting and original specials you have in mind
  3. A few sample mobiles and locations to give us an idea of your writing style
  4. What level player the zone is targeting
  5. Anything else you think will interest us in your zone.
Expect a response to your query within two weeks. If you don't query first it will take much longer to hear from us.

You'll want to be sure your query is well organized and proofread - we are unlikely to be interested in a zone by a writer whose query letter is full of spelling and grammar errors no matter how clever your ideas are.
